Extended Producer Responsibility Scoping Study

(June 2010 – December 2016), The World Resources Forum Association (WRFA) and the Centre for Environment and Development for the Arab Region and Europe (CEDARE) cooperate to introduce Extended Producer Responsibility for electrical and electronic equipment in Egypt. This initiative is part of the Sustainable Recycling Industries Project.

According to the OECD definition: “Extended Producer Responsibility (EPR) is an environmental policy approach in which a producer’s responsibility for a product is extended to the post-consumer stage of a product’s life cycle. In practice, EPR implies that producers take over the responsibility for collecting or taking back used goods and for sorting and treating for their eventual recycling. Such a responsibility may be merely financial or Organizational as well. The policy first appeared in the early 1980s in a few European Member States, especially for packaging waste, and since then it has continuously spread around the EU (and abroad).”

CEDARE is coordinating and partnering with the Swiss SRI programme to develop a Perform a scoping / benchmarking study for possible EPR approaches in Egypt for digital and electronic products. The study is a broad assessment of opportunities and challenges to promote establishing EPR system in Egypt for electrical and electronic equipment. It will explore the relevant legislations and regulations, listing examples of national voluntary EPR practices, with a view to identifying policy priority areas for promoting EPR, existing constraints and policy enabling conditions, and finally provides pointers towards key policy reforms where applicable. The study will specifically review the current relevant legislative and regulatory policies, provide about 10 local business case studies representatives of local manufacturers and importers. In addition to highlighting successful international practices and policy packages that have been endorsed by governments to implement feasible and operating EPR systems.
