CEDARE and Integral Consult Join Forces to Design a National Early Warning System for Climate-Related Disasters
Cairo, Egypt – 26 January 2025 – Centre for Environment & Development for the Arab Region and Europe (CEDARE) and Integral Consult have officially signed a consortium agreement to design a National Early Warning System for Climate-Related Disasters. This landmark project, commissioned by the United Nations Development Programme (UNDP), aims to strengthen Egypt’s resilience to climate-related risks and enhance disaster preparedness across key sectors.
The project will focus on developing a comprehensive early warning system to address climate risks such as droughts, flash floods, heatwaves, and coastal flooding, among others. The initiative will cover 13 critical sectors, including agriculture, water resources, health, tourism, and energy, ensuring a holistic approach to climate risk management.

will oversee the project’s implementation, while (CEDARE)(http://www.cedare.int)
will contribute its expertise in the agriculture and water resources sectors. The collaboration will also involve international and national consultants to ensure the delivery of a robust and context-specific early warning system.

Dr. Khaled AbuZeid, CEDARE Regional Water Director, and Team leader on the CEDARE component indicated that CEDARE will be in charge of the Early Warning Systems for the Water, Agriculture, and Coastal Zone sectors.
Key deliverables will include a **climate-related disasters database**, a **situation analysis report**, and the **design of an early warning system**.
This collaboration reflects the commitment of both organizations to advancing sustainable development and climate resilience in Egypt and the broader region.

التعاون بين سيداري واستشارات إنتجرال لتصميم نظام وطني للإنذار المبكر بالكوارث المناخية
وقعت كل من سيداري وشركة إنتجرال كونسلت اتفاقية تعاون من أجل تصميم نظام وطني للإنذار المبكر بالكوارث المناخية. يهدف هذا المشروع الرائد، الذي كلف به برنامج الأمم المتحدة الإنمائي ، إلى تعزيز قدرة مصر على مواجهة المخاطر المناخية وتحسين الاستعداد للكوارث في القطاعات الرئيسية.
يركز المشروع على تطوير نظام شامل للإنذار المبكر لمواجهة المخاطر المناخية مثل الجفاف، والسيول، وموجات الحر، والفيضانات الساحلية، وغيرها. كما ستغطي المبادرة 13 قطاعًا حيويًا، من بينها الزراعة، والموارد المائية، والصحة، والسياحة، والطاقة، لضمان اتباع نهج متكامل في إدارة مخاطر المناخ.
سوف تتولى إنتجرال كونسلت الإشراف على تنفيذ المشروع، بينما ستساهم سيداري بخبرتها في قطاعي الزراعة والموارد المائية. يشارك أيضا مستشارون دوليون ومحليون لضمان تقديم نظام إنذار مبكر قوي ومصمم خصيصًا لاحتياجات مصر.
وقد صرح الدكتور عمرو أسامة عبد العزيز، رئيس مجلس إدارة إنتجرال كونسلت ،أن هذا المشروع يمثل خطوة هامة في جهود مصر للحد من تأثيرات تغير المناخ ، من خلال توظيف الخبرات المشتركة، وإنشاء نظام لا يقتصر فقط على التنبؤ بالكوارث المناخية، بل يمكن أيضًا المجتمعات وصناع القرار من اتخاذ إجراءات سريعة وفعالة.”
وأضاف الدكتور خالد فهمي، المدير التنفيذي لـ سيداري: أن سيداري تعتز بالشراكة مع إنتجرال كونسلت في هذه المبادرة الحيوية، وأن دور المركز يشمل قطاعي الزراعة والموارد المائية لضمان قدرتهما على مواجهة التحديات المتزايدة التي يفرضها تغير المناخ.”
الدكتور خالد أبوزيد، المدير الإقليمى لبرنامج المياه، وقائد فريق العمل لمكون سيدارى فى المشروع ، أشار إلى أن سيدارى سيتولى مسئولية أنظمة الإنذار المبكر لقطاعات المياه والزراعة والمناطق الساحلية.
يبدأ تنفيذ المشروع على الفور، وتشمل مخرجاته الرئيسية قاعدة بيانات للكوارث المناخية، وتقرير تحليل الوضع الحالي، وتصميم نظام الإنذار المبكر. من المقرر أن يكتمل المشروع خلال أربعة أشهر، مع تسليم النتائج النهائية بحلول مايو 2025.
