CEDARE and Observatoire du Sahara et du Sahel Collaboration (OSS)
Dr. Khaled Fahmy, Executive Director Cedare – Centre for Environment & Development for the Arab Region & Europe and Cedare staff, were delighted to welcome the visit of Mr. Nabil ben Khatra, Executive Secretary of Sahara and Sahel Observatory – OSS, at Cedare’s headquarters in Cairo-Egypt, on 10 February 2025. Also attending the meeting was Prof. Samy Al-Said Aly, from the Desert Research Center مركز بحوث الصحراء, (OSS focal point in Egypt).
The objective of the meeting was to strengthen collaboration between both organizations across many areas, particularly in areas related to: land and desertification, water, climate change, and biodiversity. Cedare staff presented an overview on Cedare’s Main programmes (Water Resources Management, Knowledge Management, Land Management, Environmental Governance Programme, and the Sustainable Growth Programme).
Mr. Nabil ben Khatra, Executive Secretary of OSS, proposed that Cedare and OSS collaborate together in Africa and the Arab region at large, in implementing regional projects and south-south knowledge transfer.
Dr. Khaled Fahmy suggested that CEDARE and OSS sign a general MOU, to cooperate in areas of mutual concern including sharing of consultant pools to enrich both organizations in their work in both the African and Arab regions.
Mr. Khatra also invited CEDARE to participate in the high-level roundtable on water issues that will be held back-to-back with its upcoming Board meeting, 22-24 April 2025, and proposed that both organizations cooperate on issues related to conducting strategic studies, outlook reports, and advocacy. Dr. Khaled Fahmy nominated Dr. Hossam Allam, Regional Director for Sustainable Growth, Cedare to be the focal point Cedare’s focal point for cooperation with OSS.
التعاون بين مركز البيئة والتنمية للإقليم العربي وأوروبا ومرصد الصحراء والساحل
استقبل الدكتور خالد فهمي، المدير التنفيذي لمركز سيداري، وطاقم عمل المركز، السيد نبيل بن خترا، السكرتير العام لمرصد الصحراء والساحل، خلال زيارته إلى مقر سيداري في القاهرة ، يوم 10 فبراير 2025. كما حضر الاجتماع الأستاذ الدكتور سامي السعيد علي، خبير الاقتصاد والبيئة فى مركز بحوث الصحراء، و يمثل نقطة الاتصال لمرصد الصحراء والساحل في مصر.
أكد الاجتماع على تعزيز التعاون بين المنظمتين في العديد من المجالات، لا سيما القضايا المتعلقة بالأراضي والتصحر وإدارة الموارد المائية والتغير المناخي والتنوع البيولوجي. وقدّم فريق عمل سيداري عرضًا للبرامج الرئيسية للمركز، والتي تشمل: إدارة الموارد المائية، إدارة المعرفة، إدارة موارد الأراضي، برنامج الحوكمة البيئية، وبرنامج النمو المستدام.
واقترح السيد نبيل بن خترا، السكرتير العام لمرصد الصحراء والساحل، أن يتعاون سيداري والمرصد في تنفيذ مشروعات إقليمية ونقل المعرفة بين دول الجنوب، على مستوى إفريقيا والمنطقة العربية.
كما اقترح الدكتور خالد فهمي توقيع مذكرة تفاهم عامة بين سيداري والمرصد للتعاون في المجالات ذات الاهتمام المشترك، بما في ذلك تبادل الخبرات والاستفادة من شبكة الاستشاريين لدعم عمل المؤسستين في كل من إفريقيا والعالم العربي.
وجّه السيد نبيل بن خترا دعوة لسيداري للمشاركة في المائدة المستديرة رفيعة المستوى حول قضايا المياه، والتي ستُعقد بالتزامن مع اجتماع مجلس مرصد الصحراء والساحل القادم في الفترة من 22 إلى 24 أبريل 2025. و اقترح التعاون في إعداد دراسات استراتيجيةو استشرافية، وتوصيل المعلومات لصناع القرار. وفي هذا السياق، رشّح الدكتور /خالد فهمي الدكتور/حسام علام، المدير الإقليمي لبرنامج النمو المستدام في سيداري، ليكون نقطة الاتصال الرئيسية للتعاون بين سيداري ومرصد الصحراء والساحل.
